The Party Pooper was a cheap rate Villain. He had the Plan to freeze time so it would never be 1998 by using a Magnetic from stopping the bells ringing. Only problem was stopping a clock doesn't stop time and the bells were Brass so Magnet's didn't effect them. Then he changed his mind to use the Magnet to destroy Shortfuse but he wasn't in his suit at the time. It turned out he only became a villain because he was never invited to parties. he changed his mind and became good. Only problem was his Magnet any unseen results and re-activated Vermin the Cybernik.
